Overview of Potential Fiscal Benefits

  • At stabilization in 2023, the net annual fiscal benefit will be approximately $12.1 million and it will have an assessed value of approximately $900 million.
  • Over the course of development the Town will receive approximately $10.6 million in Building Permit fees.
  • By 2023, the total net benefit that will have accrued to the Town will be approximately $80 million plus the initial land sale payment. If fully applied to residential tax relief, this would equate to $10,000 per household over a ten-year period.
  • The Town will receive at least $1 million per year in revenue until such time that the property tax yield from the site exceeds $1 million (this is in addition to Building Permit and other local permitting fees.)

  • The Town will receive payment for the land in addition to the on-going fiscal benefits. The land sale price will not be less than the option price plus a negotiated premium reflecting a commercially reasonable price. The sale price will be negotiated by the Selectman and approved by Town Meeting.
